Beginner Needs Web Part Install Help

I have had my SharePoint 2003 Server running for several weeks now. I'm
running the Small Business Server 2003 version. I have been trying to
install RSS FeedReader and its whipping my butt. I tried the below:

Recommended installation:
stsadm.exe -o addwppack -filename <path to file>
-globalinstall -force

As the instructions for RSS FeddReader stated...... No luck. So then I
uncompressed the cab file into a folder and tried to import with the
.dwp file. I get an error that the webpart is not safe.

I am a real novice at SharePoint and it may be something very simple. I
would really like to get this running for news feeds for my users.

I don't have deployment environment so never practically deployed any web  part
but I feel the above URL will help  you out of the problem.

Controls must be marked as safe in the web.config file. If there is no
entry in the safecontrols section of the web.config file the web  Part
will fail to render. This is primarily for security reasons. Requiring a
control to be listed as safe to render allow admins to control which Web
Parts are allowed to run on the server.
