Backward Compatible Document Library

I am trying to reference a doc library on SPS 2001. When I try to
add the server I get the following error:

Server http://xxxxxxxxxx could not be contacted or does not contain
Document Management components. Please verify that the server can be
contacted or install Document Management components on the server.

I installed the components on the SPS 2003 server....What am I
missing?

Reference the doc library  where and using what?

I am referencing my SPS 2001 server using the backward  compatible
document library  tool in SPS 2003.

We are trying to get the Backward Compatible Document library  working so
that we can access the sps  1 library from our new SPS 2003 server. We
installed the server components and then typed in the server name where
we need to provide it in the SPS2033 configuration:

https://vuls-intranet01 <https://vuls-intranet01/>

But we receive:

Server http://vuls-intranet01 <http://vuls-intranet01/> could not be
contacted or does not contain
Document Management components. Please verify that the server can
be contacted or install document  Management components on the server.

We can't find anything on this error on Technet or google.
