We need to create a new version of out developed
portal for testing purpose. How can i do this? we have
used extensively frontpage 2003 for designing and
webpart purposes so the sps backup utility doesn't
help us to take 100% backup and restore it to a new
portal. can anyone help me do this? Can we use
frontpage to publish all the content, webparts,
themes..exactly the same as the origianl portal...?

Use spsbackup to backup  everything from the databases, and then copy all
files from C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\TEMPLATE - or at least those templates that have been
modified. Remember to run iisreset on the new server after restoring and
copying the files. Also, if you have web parts somewhere else, remember
to copy those as well (and add them to GAC).
