Yes, but it will be a 2003 SC without any 2007 functionality.

If its a 2003 backup  I am almost positive you can't restore  to
2007. I tried various methods myself and none worked. I then came
and asked here and was not told otherwise. Is there something I'm
missing? If I am wrong, then excuse me, and please tell me how so
that I can do so myself.

There is one way to do that, what I did was to create a virtual
environment and did an upgrade from 2003 to 2007 and after I had that
done I move those sites to my current farm, you have to do the upgrade
in order to get a site from SPS 2003 to MOSS 2007.

So I am assuming that there is no way to import an SPS 2003 backup  into MOSS
2003.

You cannot import a SPS 2003 (SPSBackup.exe) backup  itself, but you can
certainly attach specific content databases to the farm to have it
upgrade.

In fact, another way of doing this, rather than doing a complete farm
upgrade in a virtual environment, is to simply move the sites you want
to upgrade into their own content database, then take a copy of that
content database and add it to your MOSS farm.
