Audience for SPS 2003

I am trying to apply audience to a page viewer web part, on my portal's
default page. I have SPS 2003 running. The audience has sucessfully compiled and
I can see the users added in the "View Members" section.
But the content is not getting targeted. Is there something which I am doing
wronng? Has anyone faced this problem before?

Is it possible to apply audience based on security roles in sharepoint 2003?
Like I want to target my content only for the administrators of the site?
