The dynamic Entries on the TopLink and QuickLaunch Navigation Bars will be
trimmed automatically based on whether a person has access to the site or not.
Navigation Tabs that are manually added can be filtered based on audience
membership, but the built-in dynamic tabs cannot.

WSS doesn't support audiences, does it?

You are correct. WSS only installations don't have audience  support. MOSS
standard or better is required.

I should really read specific details of the posts better. In any case, whether
its WSS or MOSS you can't audience enable the dynamic navigation  entries. Only
the manually created entries can be audience targeted. Dynamic entries are
security trimmed in both WSS and MOSS.

you can code targeting  into WSS. It's just not exposed in the UI.

yes the navigation/top link  bar entries are manually created via site
setting but for targeting  them there is prob. no option all i have is list
level targeting..can any thing else be done to get navigation/top link
bar secured..

Assuming you are on a MOSS installation instead of a WSS only installation, then
the problem is that audience targeting  only shows up through the Navigation link
(which appears when Publishing is turned on). If you are using the TopLink Bar
link then Publishing is not turned on and audience  targeting of the tabs is not
available.

Audience Targeting, is MOSS feature not WSS
