Attaching a Checked In document to an e-mail message

I attached a document, to an e-mail message, from the Sharepoint
Document library. The document was Checked-In Version 0.3.

The attachment that was sent was the version 0.1. I published the
document and attached the published version which was sent correctly.

Has anybody noticed this ?

I've found some confusion in the versioning before now too. We trialled
with our users the review routing, and because SPS doesn't allow a document
in the review phase to be edited (ie so it can't be red-lined) we tried to
use the discussion board for review comments. Unfortunately, when the
discussion for the document  was opened it was version  0.1 that was shown as
the document on review, not the current (later) version. We lost a lot of
confidence amongst our trial users because of this, and have abandoned using
the electronic routing and reviewing of documents as a result.

I noted someone else's recent comment about the discussion interface: its
extremely clunky and not very intuitive for users.
