Attach a custom workflow when a document library is created

I have a requirement to have a custom workflow attached to a document library
any time one is created in my portal. I've been looking and can't find anything
on this issue.

If the document  library has a content type, you can attach  the worklfow to the
content type and anytime a document library  with the content type is created,
the worklfow will be attached  to the library.
