"Assigned To" field on Issues List

Has anyone noticed that on issue list, any person that goes to that
list automatically shows up in the "assigned to" field? Is there
anyway to have it only show certain people in that drop down?

Yes u can delete area from "Manage Portal Site" option by selecting the area in the drop  down menu

Go to Manage Portal Site, select the Area in question and pick Edit and go to the display Tab and select Exclude From Portal site Navigation
