Assigned to email stops working when item level permissions

i am facing a very strange issue on MOSS 2007 platform.

i created a simple "Task List" on a top level site with the "email
notification" feature turned on. Later i made some changes in it like adding
a few columns, changing their order, modifying permissions etc. everything
worked fine untill i made a final change under advanced settings. i changed
item level permissions for visitors to only read their own items. After
that, the email notification on ownership assignment stopped working.

Later on, i recreated the list and made all the changes once again, and this
time i tried changing other advanced settings like disabling the "new
folder" command under new menu, even changing item level permission to only
allow "editing" their own item. But there was no issue and i kept receiveing
emial notifications, and as soon as i changed the item level permission to
"read their own item", the email notifications stopped coming in.

Later on, i reverted this change back. but even then the email notifications
did not start working so i had to rebuild the whole list.

Does anyone have a clue of what might be happening here? i really need to
only allow people to see their "own" items.
