I could imagine it but do you then want the "assigned to" field to work
like it does when it is a list  of users? That might be challenging but
may also be possible with some diligent effort in the SCHEMA.XML file
for the Issues list. Just speculation at this point as I have never even
peaked into that CAML of that list.
