One of the really cool things about V2 is the "target content to
audience" feature. I've successfully been able to target content like a
news item, but I can't figure out the events.

Web parts are easy -- you just go into the configuration for the web
part and specify a 'Target to' audience. Works great. News items are
easy, too -- you just edit the news item, go to Display tab and select
an audience.

However, I can't figure out how to do the 'target audience' for events.
Is there such a beast?

Also, does targeting prevent non-targeted audiences from seeing the
content? Is there a way to do this?
