Using an ascx file with code behind in a page layout

Can this be done in MOSS 2007? I have tried everything and just keep
getting errors.

Place the .ascx control in a custom web part and put
the web part on a web part page.

If I am going to go throught the trouble of writting a custom web
part I would just put my code  behind in that. Sorry, but not the
answer I was looking for.....not even close!
