Area alert quotas?

One of our portal user got this message from the

This alert has been automatically deactivated by the
portal because it generated too many alert results.

She registered "Send an alert summary daily" for an
area. For the first two months, it functioned well.

But then all of a sudden, she got the above message.
The area has been in normal operational mode: NO
excessive changes. I also registered alert for the
same area and I didn't get flooding of alert messages
nor the above deactivate message.

What could have been wrong?

As an admin user, is there a way to check the alert of
other users? Is there an alert quotas an admin can set
for the whole site and each individual user?

For portal  level alerts you can set the Max alerts/user and Max
Results/user in the Site Settings at

An alert  set at an area  level versus a List or Doc Library level has
lot better chance of returning more than the MAX Results/user. All
it takes is one change at a high level to consider everything in that
area and downstream to have changed.

One thing I don't quite understand is that how this
happened only to one user? Other users  who have the
same alert  setting for the Area didn't get the
"deactivating alert" message  from the portal.
