Architecture advise

I'm hoping you can help. I'm pretty new at Sharepoint and wondered what the best
arcitecture to the following scenario would be:

The client needs to collect around 20 data fields about an entity.
Each entity may be linked to entities stored in other client systems
(SQL DB's) via foreign keys.

In addition to filling in all required fields the user is required to
also supply 2 word documents consisting of legal contracts. The
client wishes to track multiple versions of these word documents.

Field-level security has been requested so that certain groups are
unable to modify the entity name while others can. Each field
modification should trigger a bunch of emails being sent to
interested parties.

Finally, each time an entity is created or modified, a workflow
should kick off that collects data from users, asks for approval of
submitted documents and creates tasks in Outlook for everyone

Is a custom list the way to go or should I build a standard client
app? How do I handle version tracking on two separate docs
associated with each entry? What is the best way of maintaining some
kind of referential integrity using foreign keys into other SQL
