Approval of document in SharePoint Portal Server without Active Dir

we are not able to receive any email notifications for the approval
process. Is Active Directory essentail for receivng the email. We
have set the approval email id as his/her intranet email id.

We have the following configuration at our place:-
Win 2000 Advanced Server with Service Pack 3
Share Point Portal Server with Service Pack 1
Office XP

We have not set Active Directoy..
