Approach to Build

I have a project I need help in best practice approach in how to build. I'm
wondering if it would be best to build as Calendar list, or Tasks (with Calendar
view) or Custom List (with calendar view).

Have over 150 various cyclical reports due to our client in varying frequencies
and due times - they are either daily, weekly, monthly, quarterly and/or
annually. Each report has a different owner or person responsible for it's
creation and completion. My internal client wants to a) better track the status
and progress of each report vs. numerous emails, b) be notified when a report
completion deadline is nearing and as a reminder notify the owner as well of
deadline approaching, c)receive notification of confirmed completion, and d)
generate own report at end of month showing all reports confirmed completed.
What I'd really also like to do is build for him a dashboard page, sort of a
report status dashboard that shows a) overall calendar view showing reports
(with views filtering daily, weekly etc) b) show items due Today c) be able to
send email notification as a reminder report is due (automatically preferably)
c) items due tomorrow and d) report completion performance indicators.
