Anyone have any idea why breaking an inheritance chain would cause

Apparently our folks are experiencing this only with the out of the
box MS templates. The gist is that a site collection's inheritance is
broken, then changes to the child still refelct on the parent.

Disinherited Site Collection still deleted people from Root
Situation:

I built a site collection on Hub at > Our Company > Regions > Middle
East.

Ø Our Company > Regions > Middle East has 19 sub sites

Ø After building the Parent and the Subsites, I broke the
inheritance at the site collection level to the root. See Figure A

Ø I verified the disconnection

Ø I deleted permission groups from the site collection > Middle East
that did not apply

Ø I proceeded to delete Individual People from the site collection

Ø After deleting approximately 300 people from the site collection,
I learned that only people remaining in the People Permission list at
the root level, were only those left in the disconnected site
collection > Middle East

Expected Result:

Ø Deleting people from a disconnected site collection should not
delete them from the root

This is expected. All roles, users, and groups  are stored at the site
collection level. Breaking inheritance  only makes changes to the
site/list/library/item permissions local, it does not duplicate the
role/group/user lists. Attachments get stripped from the list so I can't see
exactly what you are talking about, but I think you are confusing some
SharePoint terms. In your description, I think where you refer to "Root" is
actually the site  collection, and where you say "site collection" you are
actually talking about a site/web in SharePoint parlance.
