Anouncments Web Part

Is it possible for only certain people to be able to see the add
anouncements link in the anouncement web part?

Yes, only authors and coordinators can see the link

What if I only want some people  to see the add event link  but not add
announcements? If I make them authors they see all the webpart add
links.
