Anonymous access to the portal

I have got a requirement of give anonymous access to everybody in
the organization to the portal. I have given anonymous access at the IIS
level and in security settings in site settings. Now even when I (portal
administrator) try to add web part or modify items I cant do it. I cant
see the site settings button or any of the action items in the left
navigation pane. So whenever I have to change some content, I have to
switch the site's anonymous access off in the IIS. It switches off
access for the other users. I make the changes and then turn on the
anonymous access for the web site in the IIS. Is this is how it is
always done? Or there is some other way which I don't know of right now?

Anonymous and authenticated don't co-exist well as you are seeing. The way this
is normally handled is to setup 2 virtual servers - 1 authenticated, and one
anonymous, both pointing to the same database. users  use the anonymous  portal
and admins use the authenticated one. If you have some users that need to be
authenticated, you can just add  a link from the anon portal  to the authenticated
one.
