Anonymous access on a folder in a doc. library that doesn't inherit

I have a situation in which I have a document library that has several
folders in it.
Each folder has unique access permissions based on a user's role.
For example, one folder is called personnel and another is called sales.
I want sales to be able to view documents in the personnel folder but
not be able to add, modify or delete.
I know to do this, I can break inheritance at the folder level and
assign unique permissions on that folder.
The problem is that once inheritance is broken at the folder level, I
cannot give anonymous access to that folder.
I tried assigning specific permissions to that folder using the local
machine\IUSR account representing anonymous access and that didn't
work. I tried creating a domain account, assigning that account as the
anonymous access account in IIS and that also didn't work.

I am out of ideas.
Can anyone please help?

I'm not sure what you are trying to do is possible - do you really need
anonymous access, or would NT AUTHORITY\AUTHENTICATED USERS do the
trick?

Unfortunately no..
This portal will be public facing and functioning for both authenticated and
anonymous users..

In that case you'll need to use separate document  libraries (instead of
folders) for items requiring anonymous  access.
