Announcement web part from resource kit

I have installed this web part. It works OK except from speciel
karakter in my language.
I can see a javascript dealing with UTF8 converstion (called ows)
Unforunately I do not know much about java.

My special characters simply disappears. Does anybody have an
international version of this web part?
