Anchoring the CategoryNavigationWebPart

I'm trying to anchor the horizontal nav bar in the header to a sub area of my portal. I've set the AnchorCategoryID attribute of the control, but when I view the area I get the message "The area does not exist". None of the sub area category ids seem to work, but the home area does. What am I doing wrong?

I just tried this on a clean portal  and it works as expected. There must be something else with the page that is inteferring with it.
