Allowing anonymous users to fill out surveys

There is a security setting for surveys that specifically allows you
to choose what access anonymous users have. My problem is that I am
only allowed to enter any settings on this page if I've already
checked that users can view all responses on the basic configuration
page and then both the "Add items" and "View items" rights seem to be
linked.

There anonymous survey that can be filled out is at:

www.bluedoglimited.com/.../Ways%20to%
20improve%20the%20Syndication%20Generator/overview.aspx

Anyone can fill out this survey, without logging in, but when you
click on view responses, you get a login box. This is exactly what I
would like to enable.
