Allow wss administrator to create subsites, but not the top site

Could someone tell me how could I configure sharepoint so a WSS
site administrator is able to create subsites but not top site
collections?

For example, I could allow site administrator to create

site1: <server_name>/sites/it/

site2: <server_name>/sites/it/it_dept

site3: <server_name>/sites/it/it_support_group

Not:

site1: <server_name>/sites/it/

site2: <server_name>/sites/hr/

sure ...

make sure permissions are not inherited ...

give them admin permissions on <server>/site/it

but do not give them any permissions on <server>/site
