Alerts are not working when a task is assigned to a person

I have created a project tracking system, there I have couple of lists for
issues and tasks. The problem is when I assign a task/issue to a particular
person, an automated alert is not firing to the assigned person. normal alerts
are working properly on my portal. How can I fire an alert to a assigned person?
any suggestions? I am using IT Team workspace template

The Task alert  feature on codeplex should give you what you are looking for.
It's an event that creates an alert based on the assigned  to field.

It could be what Adam said or it could be as simple as whether or
not emai notifications are turned on for that list. I have recently
had the same issue and it turned out that the did not have the email
option enabled.
