Alert Me

I created a "Surveys" SubArea in which all of the READERS can also
AddItems (thus allowing everyone in the enterprise to answer a Survey
without specific rights). I have a Discussion Board listing that I
(admin) can see the Action "Alert Me" but other users cannot. What
rights need I distribute to allow them to see this Action option.

Check to see if the Reader group has the “User Personal Features – Use alerts and personal sites” option  checked in the site group permissions (enabling this will not allow them personal sites, they need the Create Personal Site permission to do that).

I don’t believe you can grant this right at the area security level, you will have to do it for the entire portal site.
