Administrators for Sub-Root Web Sites - WSS 3.0

Is there a way to assign Per-Website Administrators who have full control
(including modifying the layouts of the page, creating and managing users) in
WSS 3.0?
I presently have a heirarchy something like:
Root
WebSite 1
WebSite 2
SubWebSite 1
SubWebSite 2
Sub-SubWebSite 1
Sub-SubWebSite 2
SubWebSite 3 ..........

What i can do presently is that, i can assign users as Site Owners. But, that
doesn't give 'Site Admin' privileges for that Site.
So, is there a way to do this?

Are you looking for something other than ygr standard unique permissions for
each individual team site?

You can either inherit permissions or have unique permissions for each team
site.
