Administrator access fails on WSS sites

We recently added SP 1 for .Net Framework 1.1 to our Portal Server.
Today I discovered that the site administrator's cannot access and
view the administrator functions on the sites such as Changing the
site title and description, manage access requests, manage web
discussions, manage user alerts, site collection usage summary and
storage space allocations. Is there a known issue with SP1 that would
cause these administration options to fail or could it be something
else entirely?

Is WSS running SP2? If not, I think WSS only supports the .NET Framework
1.1 without any SPs. You may want to wait until SPS SP2 comes out before
you upgrade your .NET Framework.

The SP1 for .NET was added  to fix a problem with the FileNet open client. So going backwards will cause that to stop working again. We're not running WSS SP2 yet. Is that recommended? Would that potentially fix the problem?
