Hope yoiu are all well. I have a bit of an issue with a SharePoint
Portal Server I am working with. When ever I go into the portal and try
to add a webpart, (no matter what web part) I get an error saying:

Additiosn to this web site have been blocked. Please contact the
administrator to resolve this issue.

I have found only a couple of "fixes" but none of them work. I have
checked my database compatibility and they are correct.

check in central administration as to whether or not some security settings are enabled:
the page you should access is https://portalname:XXXXXX/SPSecuritySettings.aspx (where XXXXXX is the port for central admin and portalname is the name of the web server thats running SPPS)

I have checked but noth options are set to
enabled. Is there anything else I can check.

i think maybe there is an option in the site definition to disable adding web parts?

Are you thinking about the DisableWebDesignFeatures bit? If so here is the info:
