Adding a new user in SPS

I have heard that I can only add a new user in SPS by adding a user to
the server SPS is running on. I know that in WSS I can add a user just
by entering an email address, it doesn't have to be realted at all to
the server WSS is running on.

I want to be able to add users to SPS who aren't necessarily registered
on the domain. Can I do this? How could I do this?

Both SPS and WSS require a Windows user  account - they just go about it slightly
differently. In WSS there is an "Account Creation Mode" which will
automaitcally create a Windows user for WSS use - this is likely what you are
talking about. SPS does not have this option - you need to have an existing
user, and that user must be in a domain  (AD or NT) if SPS is deployed in a farm
configuration.
