Adding or updating a web part page template

WSS 3.0 has an option to create a web part page in a given document
library. This option is accessible via SITE ACTIONS->CREATE-WEB PART
PAGE. There are 8 web part page templates that show up in this list.
I was wondering if someone knew the answers to the following questions
regarding these templates:

1. How can I add a new template to this list?

2. How can I edit one of the existing templates that now show up in
this list? At the very least I would want to restore the Quick-Launch
menu that seems to be missing from these templates.

3. Can I use one of these templates as the default "new document" in a
document library? Right now I seem to have to first navigate to SITE
ACTIONS->CREATE-WEB PART PAGE instead of going directly to the document
library that would store the page and clicking the NEW button.
