Adding message to every WSS2 site on server?

We have an older WSS2 server running and we need to get people off of
it and using MOSS instead. We've given people a few months to notify
us of sites that need to be moved, or have moved the content
themselves into a new MOSS site of their own.

I'm now being asked to shut it down, but, of course, there are
stragglers who are still using WSS2. I've been asked to warn them but
not turn off the site.

Any ideas on how to do that? Is there any WSS or IIS trick to somehow
add a message to every page on the WSS2 server so when someone logs in
they are greeted with a "HEY YOU. WE'RE SHUTTING THIS DOWN IN TWO
WEEKS. GER YER STUFF OFF OF HERE!" kind of message?

I could just turn off the default site and replace it with a message,
but there are still folks who are apparently hitting this each day.
I'm trying to annoy/alert the users without disabling the site. yet.
