Adding a Disclaimer page

I am relatively new to sharepoint and have been charged with setting
up a sharepoint site for our legal department on the extranet. I have
the server setup and have a site built, but have been asked to add a
pop-up disclaimer page as the first page someone sees when they visit
the site.

Let me stress that I am not a programmer and just pass as an
administrator. I am the only one supporting this product at our site.

Is there a quick and easy way to setup a disclaimer page. I understand
the concept behind it is to create a page with an accept button and
call it from the initial sharepoint page, I just have no idea how to
tackle this.

I'm not a programmer, either, but I imagine this could be done by implementing a Content Editor Web Part and deploying it onto the main site. Additionally, you could create  a site  template from this site with the CEWP included so any future sites would also include this as a standard configuration.

I would find some JavaScript online that can pop up a new window for you and stick it in a CEWP as Mark suggested.

Hi there is a SharePoint disclaimer add-on available that does this and tracks user acceptance in a list, can be found at http://www.qipoint.com. However it is a commercial product
