ActiveX Component - Access Denied

I have a web part that uses a custom Active X component that I created. I
need to update this component, but when
I go to copy the new .dll file in I get an error message. There error
message states that access is denied. It seems that SharePoint or World
Wide Web
Services have a hold of this .dll file and won't let go. How do I resolve
this problem?

stop the WWW Service before updating your .dll
