Access to subdashboards

I was trying to figure out a way to hide subdashboards from users.
I mean users with complete access should be able to see all the
subdashboards on the home page where as users with restricted access
should be able to see only the dashboards they have access to.
Can this be done ?? if so can some one point me towards a sample
code??
I'm using sharepoint portal server 2001

When you create a new dashboard, a folder representing
that db is created in the "workspacename"/Portal
folder. Access to the db is controlled by the security
settings for that folder. If you make changes to those
settings, they sometimes take a while(hours) to
propagate.

I did figure  that out and tried changing the permission for
workspace/Portal/subdashboard folder, but it does a strange thing it
shows the subdashboard to all users  on the navigation bar but when i
click on it, the wep parts inside are not visible to the unauthorised
people, it asks them to add content to the subdashboard
