Access issue

We are currently running SharePoint 2007 Standard at our
company. The issue I have is with trying to lock down access to a
specific site to only be accessable to specific users. I only have
specific users as members of the site. the site is set not to inherit
permissions from the parent site. Anonymous access is also disabled,
yet it seems that all SharePoint users can access the site still.

Even after you break inheritance, the site will probably contain groups that
mirror the parent site's permission structure.

What other groups are defined at the site level?

The specific site that we are trying to lockdown contains two groups.
One group is unique to this site, the other is not. However
SharePoint users that don't belong to either of these groups can
still access  the site.

At the very top level, it is set for just about all the Active
Directory users, If that is the case, is it possible to lock the site
down?

So if I am understanding correct, this is a subweb correct? If so, was
the AD users allowed site collection rights? If they were granted site
collection rights, then there is not much you can do, except remove
the users from the site collection.

Do you have 1 web app and multiple site collections? or do you have 1
web app and everything under there are just sub-webs?

Top Level site or sub-site? If changing Site Groups for a sub-site, those are
ignored until you break inheritance. Thus, it will inherit the TLS permissions
regardless of site group membership.

Otherwise, one of the groups has NT Authenticated users or similar. Worse case
and unlikely, you have an error.
