Access Denied when uploading BDC Application

I always log into Central Admin/Shared Services as myself; I added my name in Shared Services under BDC Permissions - so it was my name and our MOSS Admin account - and we both have all permissions (edit, execute, select, set permissions). When I click on Import application file, I get to the screen, browse to it and click upload but immediately get an Access Denied message, telling me to log in as another user. When my Moss Admin logs in as MOSSAdmin, he is able to upload it without any issue. Can anyone point me in the right direction?

Add yourself as the site collection administrator for the SSP, BDC permissions  dictates who has access  to view data from BDC. It has nothing to do with who and who can't import  ADF.
