Access denied for System Account

I've been trying to Activate a Site Collection feature in MOSS 2007,
logged on with the System Account and I receive:

"Access denied"

Site Collection feature name: Office SharePoint Server Publishing
Infrastructure

Do any of you have any idea of what's going on?
