I need help. In our sharepoint site (2010), when we are trying to
create a web part page, we are getting an error after clicking OK. "The
error is HTTP 404 Not Found. /_vti_bin/owssvr.dll?CS=65001". But we are able
to create site pages. This is happening only for web part pages. But this
issue is not happening in other web applications within the same server. The
Event Viewer says something like this.

"The EXECUTE permission was denied on the object 'proc_GetProductVersions',
database 'SharePoint_Config', schema 'dbo'.". But as I mentioned earlier,
this error is not happening in another web app within the same server. If it
were a permission issue within Config database, I think it should replicate
in the other web app also. I am not able to figure out a solution for this.
Also, this used to work earlier. We can't do anything with the Config
database, as we don't have access to it. Any help would be really
appreciated.
