I could succeded by placing the webpart  resources in
the following location when webpart is placed on GAC/bin directory.
You can place the aspx  files in "..\program files\common
files\microsoft shared\web server extensions\60\template\layouts\1033"
folder. and this area is shared by all the portal as well as wss site.
by default this area is excluded.
