SPS 2003 doesn’t do hardcore workflow….

The only form of approval  routing you can possibly do OOB is to use lists & list manager’s (i.e submit to portal area)

You can build custom workflow  (custom code) onto doc libriares using the event hooks (though these must be enabled on the virtual server)
