Farm Administrators can perform the first two functions. Check out STSADM
for deleting a specific My Site.

The best way to edit  the My Site template  is to navigate to it in the
browser and then choose "Edit with Microsoft Office FrontPage" from the File
menu. If I recall correctly, any changes you make as a Web Designer+ will
influence all My Sites Web Parts that have not be personalized.
